Most COE bidders from dealers are like that. Once the COE drops, they will lower the COE rebate, that's how you can get a car at a cheaper price. They are smart people. They wun so easily refund the difference. They have some way of predicting next round's COE price and adjust the car prices from there accordingly.
I'm not so worried about the COE part, so long my new prospective car have not much mechanical problems, I am thankful enough.
